About Us

Sandy Valley Transportation Services, Inc. (SVTS) is a nonprofit community transit system that provides safe, clean and dependable transportation for the residents of the Big Sandy Valley of Eastern Kentucky (Floyd, Johnson, Magoffin, Martin & Pike counties).  SVTS is located at 81 Resource Court, Prestonsburg, Kentucky, 41653-1842.

 

On June 1, 1998, SVTS began as the Region 14 Broker/Provider of the Human Service Delivery Transportation Network through the Kentucky Empower project.  SVTS is responsible for providing transportation services for four (4) program groupings (Medicaid Non-Emergency Medical, Workforce Development Cabinet & the Department for the Blind) through this project and have delivered the services in accordance with the contract with the KYTC.  The project allows the KYTC and SVTS to provide safe, clean and dependable transportation services for the residents of the Big Sandy Valley.

 

SVTS contracts with the Kentucky Transportation Cabinet (KYTC) as the Section 5311 transportation provider of community and intercity transportation services and as the Section 5310 “lead agency” for the Big Sandy Valley (sections 5310 & 5311 of the Federal Transit Act).  SVTS also contracts with the KYTC for Rural Transit Assistance Program (RTAP) training funds (including, 1st Aid & CPR, Defensive Driving, Passenger Safety & Sensitivity).  SVTS provides RTAP funded training to its Drivers and to other organizations’ Drivers, also.  SVTS has contracted with the KYTC since 1990 and understands and complies with all state and federal rules and regulations pertaining to these contracts including: drug & alcohol testing; ADA compliance; Buy America/Pre-Award & Post Award rolling Stock Delivery, Clean Air, Safety, and vehicle Maintenance Programs.

 

SVTS provides transit services for several human and health service agencies, organizations and programs, including: senior citizen centers; adult day care; long-term care facilities; dialysis, mental health services; the Department of Medicaid; the Pike County fiscal court; disability determinations; family resource centers; educational sites; et. al. Emphasis is placed on serving transportation disadvantaged individuals, particularly those with special physical/mental challenges.

 

These transit services enhance the accessibility to health services, shopping, education, employment, training, urban areas, pharmacies, public / human services, recreation, socialization and other places as requested.  The mobility of older persons, persons with disabilities, and indigent persons, relates directly to their remaining active members of the community.  Many could not live on their own without the services.

 

SVTS operates a 900-sq. ft. maintenance garage with three Maintenance Technicians who service and ensure all vehicles are safe, road-worthy and properly equipped.

 

SVTS’ vehicles are inspected annually by the Department of Transportation and have the following safety and emergency equipment aboard:  #5 fire extinguisher; first aid kit; safety belt cutter; 3 reflective triangles, and a spill kit.  SVTS currently operates 89 vans and mini-vans and leases fourteen (14) vehicles to senior citizen centers and one (1) to a drug rehabilitation facility.

 

SVTS’ employs a certified trainer for Passenger Safety and Sensitivity through the Community Transportation of America and three (3) certified trainers in Defensive Driving through the National Safety Council.  SVTS has an extensive library of training videos and materials from the National Safety Council, including:  “Transporting Individuals with Special Needs”, “Coaching the Van Driver”, “DOT Drug Testing Program”, “ Americans with Disabilities Act”, “Defensive Driving course”, “Basic Orientation & Operation Training”, “How to Pass CPR”, “How to use a fire extinguisher”, “One-on-One coaching”, et. al.

 

SVTS subcontracts with private, for-profit transportation providers to assist in transporting eligible region 14 HSTD service recipients.
